Updated: November 2026 · Next update: 1st working day of next month

A Quality Control Order (QCO) makes BIS certification compulsory for a product. Once it is in force, the product can't be made, imported or sold in India without the BIS mark. This page lists QCOs in force, coming into force soon, deferred and withdrawn, each with its official source. Download the full list (PDF)

Deferred and withdrawn QCOs

  • Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 (S.O. 3649(E)): withdrawn. Withdrawn by S.O. 239(E), 14 Jan 2026. Source
  • Several chemicals and petrochemicals QCOs were withdrawn in batches between July and December 2025 (chemicals.gov.in/notifications).

What a QCO means for importers

  • Covered goods need the BIS mark under a licence (ISI, Scheme-I), a registration (CRS, Scheme-II) or the Scheme-X mark. Foreign factories apply under FMCS.
  • The QCO date applies at import. Plan certification well before your shipment.
  • Exemptions are order-specific (e.g. R&D imports under the footwear order). Read the order, or ask us.

Frequently asked questions

What is a QCO?

A Quality Control Order is a government order, notified in the Gazette, that makes BIS certification compulsory for specific products. After it comes into force, covered products can't be manufactured, imported or sold without the BIS Standard Mark.

Where can I find the official list of QCOs?

BIS publishes the list of products under compulsory certification on bis.gov.in (by scheme), and a separate list of upcoming QCOs with their enforcement dates. This page compiles both, with source links, and is updated monthly.

Which QCOs are coming into force soon?

See "QCOs coming into force soon" above. For example, BIS lists several wrought aluminium products (IS 733, IS 737 and others) from 1 December 2026, and glass screen protectors (IS 19348:2025) from 1 April 2027.

Has any QCO been withdrawn?

Yes. The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order 2024 was withdrawn on 14 January 2026 (S.O. 239(E)). Several chemicals and petrochemicals QCOs were also withdrawn in 2025.

Does a QCO apply to imported goods?

Yes. Imports of covered products need the BIS mark under a valid licence or registration held by the manufacturing factory, unless a specific exemption in that order applies.
