BIS CRS Registration for Electronics & IT Products in India

BIS CRS registration is mandatory for notified electronics and IT categories sold in India. For manufacturers, importers, and brand owners, it is not only a legal checkpoint but also an important step that proves the product has been tested and found compliant with the applicable Indian Standard.

  • Notified electronics & IT categories
  • 6 to 12 weeks typical timeline
  • 5 years registration validity
  • 500+ brands served
  • Correct standard and model grouping decided before testing, so you pay for one report, not three
  • BIS-recognised lab booked and samples tracked; test report uploaded within its 90-day window
  • AIR service for foreign manufacturers; customs-hold resolution if a shipment is already stuck
  • Renewals, annual fees and production returns managed so the registration never lapses

What is BIS CRS Registration?

BIS CRS (Compulsory Registration Scheme) is a mandatory certification issued by the Bureau of Indian Standards under the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2021, issued by MeitY. It confirms a notified electronic or IT product meets Indian safety and quality standards, and results in a unique R-Number that must appear with the BIS Standard Mark on the product and its packaging before sale (BIS permits e-labelling for small products under its labelling guidelines). Without it, the product cannot be legally imported, stored, or sold in India and import shipments are commonly held at customs for missing certification.

In practice, BIS CRS registration is the regulatory gate between a finished product and the Indian retail shelf. It was introduced because the electronics and IT goods entering the Indian market were growing faster than the country's ability to verify their safety and build quality on a case-by-case basis, so BIS created a standing scheme: test once against the correct Indian Standard, register the result, and carry that registration for every unit sold under that brand and model.

For a manufacturer, that means the product itself has to be evaluated at a BIS-recognised laboratory before any commercial activity like manufacturing for the Indian market, importing, warehousing, or listing on a retail or e-commerce platform can legally proceed. For an importer or brand owner working with a contract manufacturer, the obligation doesn't disappear because the factory is someone else's; the registration still has to sit against your brand name, and the compliance responsibility still sits with you. This is the part most first-time applicants underestimate, and it's usually where avoidable delays start.

Once a manufacturer's products successfully pass the testing and compliance checks, they are granted BIS Certificate. This certification is the manufacturer's proof of conformity with Indian standards and they are allowed to display the BIS Standard Mark with their R-Number on their products. This mark is a symbol of trust and quality assurance for consumers and is widely recognized in the Indian market.

BIS/CRS Registration is a mandatory requirement for certain product categories in India. Without it, manufacturers may not legally sell their products in the country. Non-compliance can result in severe consequences including product seizures, fines and legal actions against the manufacturer.

Benefits of BIS CRS Registration

BIS CRS Registration offers more than just regulatory approval. It supports the business from both a compliance and a commercial perspective.

Legal Market Access

If your product sits on the notified list, the R-Number is the gatekeeper to selling it in India at all - legally, a notified product without registration simply cannot be manufactured, imported, warehoused, or listed for sale.

Uninterrupted Customs Clearance

Import consignments of CRS-notified goods are routinely checked for a valid R-Number at the port of entry. Missing certification is one of the most common reasons shipments sit in bonded warehouses accruing demurrage.

Retail & Marketplace Readiness

Large retail chains, institutional buyers, and e-commerce platforms increasingly require proof of CRS registration before onboarding a product listing - registration status can decide whether a launch date holds.

Reduced Regulatory Risk

Registered products are protected from product seizure, financial penalties, and legal action under the BIS Act, 2016 - risks that fall on both the manufacturer and, in many cases, the importer of record.

Consumer & Buyer Trust

The BIS Standard Mark is a recognised quality signal in India - for retail buyers deciding between competing products and for B2B procurement teams running vendor due diligence.

Competitive & Tender Edge

Certified products clear government tenders, institutional procurement checks, and distributor onboarding faster than uncertified competitors - turning a compliance requirement into a sales advantage.

Eligibility Criteria for BIS CRS Registration

BIS CRS Registration is applicable only when certain conditions are met. Not every product or applicant will qualify automatically.

You may be eligible if:

  • you are the manufacturer of a notified product
  • the product belongs to a category covered under the CRS list
  • the product conforms to the relevant Indian Standard
  • the sample has been tested successfully in a BIS-recognized laboratory
  • the technical and legal documents are complete and accurate
  • foreign manufacturers have appointed the required representative, wherever applicable

The eligibility depends on both the product and the applicant. A business may manufacture the right product, but if the technical documents are incomplete or the product has not been tested in the correct lab, the application may still be delayed or rejected. For foreign manufacturers, the process becomes more sensitive because representation, documentation, and testing support must be handled carefully before filing.

Is your product on the notified list?

BIS updates the CRS list periodically. These are the categories we register most often. Share your spec sheet if yours isn't listed.

How it works

Five steps from product to R-number

You share the product details and documents once. iKargos runs the rest and reports weekly.

  1. Scope & standard

We confirm the category, applicable IS standard, model grouping and whether an AIR is needed.

    1–2 days
  2. Portal & documents

Manufacturer account on the BIS portal, document pack prepared and checked, test request generated.

    3–5 days
  3. Lab testing

Samples submitted to a BIS-recognised lab we book for you. Pre-checks reduce the risk of a failed test.

    3–5 weeks
  4. Filing & fee

Test report uploaded within its 90-day validity, application, affidavit and government fee submitted.

    2–3 days
  5. BIS scrutiny & grant

We answer BIS queries the same day. R-number issued; we deliver the marking artwork for product and packaging.

    3–6 weeks

Typical end-to-end time is 6 to 12 weeks for a single model with clean documents. Series applications (several models under one report) and foreign factories that need an AIR set up add 1–2 weeks. Test failures or a report to the wrong standard are what push projects past three months.

Documents Required for BIS CRS Registration

The exact document list can vary depending on the product category and the nature of the applicant, but the common requirements usually include:

  • Certificate of incorporation
  • Trademark registration
  • ISO 9001 certificate of the manufacturing unit
  • Factory address proof or the manufacturing licence copy
  • Schematic diagram
  • PCB layout
  • User manual describing the product's technical construction
  • Critical Component List (CCL), listing the key components used and their specifications
  • Test report from a BIS-recognised laboratory, issued no more than 90 days before the application is filed
  • Authorisation letter and AIR documentation, where the applicant is a foreign manufacturer

BIS CRS fees and timeline (indicative)

Three cost lines make up a CRS project. Only the lab fee varies much, and it depends on the standard and how many models share one report.

BIS government feeApplication and grant fee per registration; annual fee payable in advance from 2026 to keep the registration activeAs per current BIS fee schedule; confirmed in your quoteAt filing, then yearly

Figures are indicative as of September 2026 and exclude GST. Sample logistics and any re-test are charged at cost. You receive a written quote within one working day of the enquiry.

What changed in 2026

Three rule changes every CRS holder should know

5-year validity

Under the BIS (Conformity Assessment) Amendment Regulations, 2026, new registrations and renewals are granted for five years instead of two. Fewer renewals, but the registration is now tied to an annual filing.

Annual fee and production data

Fees for grant, renewal and continuation are payable annually in advance together with production details. Missing the date can suspend or cancel the registration even though the certificate shows five years.

Standard transition

IT and audio-video equipment are moving to IS/IEC 62368-1:2023. Reports to the older IS 13252 / IS 616 are being phased out; check the standard before testing or renewing.

Why Choose iKargos for BIS CRS Certification

Most BIS consultants stop at paperwork. iKargos is built on logistics operations, so certification timing is planned against your actual import schedule, customs clearance, and warehousing - one team, one timeline.

BIS CRS Registration matters because compliance is directly connected to market access. A product may be technically ready, but if it is not legally ready, the business cannot move forward with confidence.

Import-Linked Planning

CRS timelines mapped against your shipment schedule so cargo isn't held at port.

Direct Lab Liaison

Coordination with BIS-recognised labs to avoid sample rejections and re-testing delays.

One Team, Full Chain

Compliance, customs clearance, freight and warehousing under a single point of contact.

iKargos helps with:

  • identifying the applicable product category
  • mapping the correct Indian Standard
  • preparing the document checklist
  • coordinating product testing
  • filing the online application
  • managing clarifications and follow-ups
  • supporting foreign manufacturer cases
  • guiding on renewal and ongoing compliance

Our role is to simplify the process so the business can focus on the product, the launch, and the market while the compliance path is managed with clarity.

We recently used iKargos service for LMPC and found the entire process to be very smooth. Rekha & team are proactive & professional, when it comes to getting things done. We reached out to them over a weekend and they took no time to process everything. They also carry dense domain knowledge. Looking forward to working more with the team. Recommended.

Frequently Asked Questions on BIS CRS Registration in India

What is BIS CRS Registration?

BIS CRS Registration is a compulsory compliance process for notified electronic and IT products that must meet the applicable Indian Standard before sale in India.

Is BIS CRS registration mandatory?

Yes, for every product that falls under the BIS-notified CRS list. It isn't a voluntary quality mark - selling, storing, or importing a notified product without a valid registration exposes the business to product seizure, financial penalties, and legal action under the BIS Act, 2016.

How long does registration take?

Most applications complete in 6 to 12 weeks, but the range is wide in practice. The biggest swing factors are how quickly the correct Indian Standard is identified, how fast a sample reaches a BIS-recognised lab, and how many clarification rounds BIS raises against the documentation - all of which are largely within the applicant's control.

How long is a BIS CRS certificate valid?

Five years from the date of issue. Renewal has to be filed before expiry - letting it lapse effectively puts you back to square one, since an expired registration carries the same restrictions as never having registered at all. The five-year validity applies under the 2026 amendment and is conditional on paying the annual fee and submitting production data each year; a registration that misses the annual filing can be suspended and then cancelled before its printed expiry date.

Can iKargos help with foreign manufacturers?

Yes. We support foreign manufacturer cases with documentation, representation, and process coordination.

Why is document accuracy important?

Because product name, model, brand, and technical details must match across all filings, test reports, and declarations. Any mismatch can create delays.

Does this affect customs clearance?

Yes, directly. Import shipments of CRS-notified products are checked for a valid R-Number at the port of entry, and missing certification is one of the most common reasons consignments are held in bonded storage rather than cleared on schedule.
