Short answer: the cost depends on the BIS scheme your product falls under. Since 25 February 2026, BIS fees are paid every year in advance.
- CRS registration (electronics and IT): BIS charges ₹25,000 processing fee a year + ₹1,000 application + ₹1,000 annual licence fee, plus GST. Micro enterprises and start-ups get 80% off the processing fee until 31 May 2029; small enterprises 50%; medium 20%.
- ISI mark (toys, footwear, appliances and more): ₹1,000 annual licence fee plus a product-specific marking fee, plus inspection and testing.
- Gold hallmarking: jeweller registration is free.
Lab testing is always billed separately by the lab.

What makes up the cost of BIS certification
Every BIS project has three parts:
- BIS government fees. These are fixed by the BIS (Conformity Assessment) Regulations, 2018, as amended in 2026, and listed below.
- Lab testing. It is paid directly to the BIS-recognised lab and varies by product, standard and lab.
- Professional help (optional): a consultant or, for foreign factories, an Authorised Indian Representative.
All BIS fees below exclude GST.

ISI mark fees (Indian factories, Scheme-I)
| Fee | Amount |
|---|---|
| Annual licence fee | ₹1,000, paid in advance every year |
| Marking fee | Product-specific: BIS sets a minimum marking fee by enterprise size, plus a per-unit rate (BIS Product Certification fee page). The minimum marking fee for the first operative period is paid in advance. |
| Inspection fee | Paid in advance for the factory visit |
| Testing | Borne by the applicant |
Example (official BIS marking-fee list, updated Sept 2026): electric toys (IS 15644) carry a marking fee of ₹1,46,000 (large), ₹1,17,000 (medium), ₹73,000 (small) or ₹29,200 (micro) by enterprise size, with a unit rate of ₹80 per 1,000 pieces. More on toys →
Typical time: up to 120 days under the normal procedure (180 days for an "all-India first" case). About 30 days on the simplified procedure if the first factory visit and samples pass. Test reports must be no more than 90 days old when you apply. Licence: granted for up to 5 years, renewable for up to 5 more.
Common reason for rejection: in-house lab equipment that is inadequate or not maintained, so the sample fails. Full ISI process →
FMCS fees (foreign factories, ISI mark)
- Same Scheme-I licence basis as above.
- Plus a BIS inspection at the overseas factory. The applicant pays the costs, and the visit usually takes two days.
- Plus a mandatory performance bank guarantee.
- You must appoint an Authorised Indian Representative (AIR).
- Typical time: 7–8 months (iKargos experience).
- Fee schedule: BIS FMCS fee page.
Hallmarking (jewellers)
Jeweller registration with BIS is free: "No fee is being charged from jewellers for grant of registration". Jewellers with annual turnover up to ₹40 lakh are exempt from mandatory hallmarking. Per-article hallmarking charges are paid to the assaying and hallmarking centre. Hallmarking →
