To build a self-reliant energy future, the Union Cabinet approved Samudra Manthan – National Offshore Exploration Scheme, a Central Sector Scheme under the Ministry of Petroleum & Natural Gas with a Phase-I outlay of ₹84,084 crore running through FY 2030–31.
Named after the mythical churning of the ocean, Project Samudra Manthan aims to systematically de-risk and unlock India’s vast offshore hydrocarbon potential across its Exclusive Economic Zone (EEZ).

Deepwater and ultra-deepwater exploration require high capital investment and technical precision. Samudra Manthan addresses these entry barriers through four core strategic pillars:
- High-Resolution Seismic Surveys (₹28,534 Crore): Supports large-scale 2D and 3D seismic data acquisition, powered by Artificial Intelligence and modern processing tools, to identify drill-ready prospects in unexplored maritime blocks.
- Deepwater Exploration Support (₹43,200 Crore): To lower financial risks for operators, the government provides up to 50% funding assistance (capped at ₹675 crore per well) for drilling 60 deepwater and ultra-deepwater exploratory wells.
- Shared Offshore Infrastructure: Funding is allocated toward common production and evacuation facilities in key prospective basins, enabling faster commercialization of discoveries.
- Indigenous Manufacturing & Capability: Integrates the Make in India initiative by promoting domestic production of subsea equipment, offshore drilling rigs, pipelines and engineering services.
Transforming Reserves and Production.
By converting restrictive "No-Go" zones into accessible exploration acres, over one million square kilometers of maritime space are now open under simplified Revenue Sharing Contracts (RSC) and the Hydrocarbon Exploration and Licensing Policy (HELP).
