Impact of PM Gati Shakti on Multi-Modal Logistics Hubs and Inland Container Depots in India.
By iKargos Team ·
The PM Gati Shakti National Master Plan, working alongside the National Logistics Policy (NLP), has fundamentally reshaped how Multi-Modal Logistics Parks (MMLPs) and Inland Container Depots (ICDs) are planned, built and operated in India. By shifting the national strategy from siloed infrastructure creation to synchronized, data-driven multi-modal planning, Gati Shakti directly targets reducing India’s overall logistics costs from double digits toward ~8% of GDP.
1. Strategic Impact on MMLPs.
Historically, logistics facilities in India were fragmented, isolated and heavily reliant on road transport. Under Gati Shakti and the Bharatmala Pariyojana, 35 strategically located MMLPs are being executed across key economic nodes (e.g., Bengaluru, Chennai, Nagpur, Indore, Jogighopa) to serve as central aggregate hubs.
- Integrated Multi-Modal Nodes: Rather than acting purely as road-side warehouses, Gati Shakti mandates that MMLPs feature seamless "four-modal" or "three-modal" linkages. Major parks are built adjacent to Dedicated Freight Corridors (DFCs), national expressways and air cargo/inland waterway terminals.
- Scale and Value-Added Co-location: MMLPs are built as mega-complexes (often 150 to 400+ acres) that co-locate Grade-A mechanized warehousing, cold storage chains, custom bonded areas and container yards. This concentration reduces multi-touch handling, lowering transit loss and damage.
- Public-Private Partnership (PPP) Acceleration: Utilizing the GIS-based Gati Shakti National Master Plan (NMP) platform, the Network Planning Group (NPG) approves land clearances and utility linkages beforehand. This lowers project risks and speeds up private concessions (e.g., Reliance, DP World, PATH).
2. Modernization & Evolution of ICDs.
ICDs traditionally functioned as dry ports for customs clearance and basic EXIM cargo storage, frequently bottlenecked by poor last-mile rail line access and slow documentation. Gati Shakti transforms ICDs into high-velocity transit nodes:
- Direct Rail-Siding & DFC Integration: Gati Shakti prioritizes last-mile rail sidings connecting ICDs (like Dadri, Tuglakabad or Khatuwas) directly to the Western and Eastern DFCs. This enables long-haul double-stack container trains to move EXIM goods between inland industrial hubs and gateway ports (e.g., JNPT, Mundra, Pipavav) without road congestion.
- Digital Integration via ULIP: The Unified Logistics Interface Platform (ULIP) - a digital pillar of Gati Shakti - integrates data across Customs (ICEGATE), Ports, Indian Railways (FOIS) and Road Transport (FASTag). ICDs leverage this data ecosystem to provide real-time container visibility, automated gate-in/gate-out processes and faster customs dwell times.
- Transition from Standalone ICDs to MMLP Ecosystems: Many standalone ICDs are either being upgraded into full-scale MMLPs or connected directly into them as dedicated sub-zones, shifting their scope from simple customs stops to comprehensive supply-chain orchestrators.
3. Operational Benefits.
Focus Area | Pre-Gati Shakti Paradigm | Post-Gati Shakti Framework |
|---|---|---|
Planning Approach | Ministry-siloed (Road vs Rail vs Port) | Integrated GIS mapping via National Master Plan (NMP) |
First/Last-Mile Connectivity | Chronic bottlenecks between ICDs and trunk routes | Mandated multi-modal links built simultaneously |
Cargo Handling | Single-stack, fragmented road trucking | Double-stack rail, standardized containerized freight |
Customs & Dwell Time | High dwell times at ports and inland yards | Digitized tracking (ULIP) and co-located bonded facilities |
Key Supply Chain Impacts.
Lower Freight Logistics Costs: Shifting long-distance bulk and container cargo from highways to electrified rail corridors via MMLPs significantly reduces freight-ton-kilometer costs.
Improved Export Competitiveness: Predictable train schedules between interior manufacturing clusters (such as NCR, Punjab or Malwa) and coastal ports help EXIM traders meet stringent ocean-carrier SLAs.
Decarbonization: High-capacity rail movements originating from MMLPs and ICDs significantly reduce carbon emissions compared to long-haul diesel road freight.
