Industry expresses frustration as IMO delays decision on global shipping carbon tax
Oct 24, 2025
The maritime industry has expressed its frustration and disappointment after governments at the International Maritime Organization (IMO) decided to postpone for one year the adoption of what would have been the world’s first global carbon pricing system on international shipping at the Extraordinary Session of the Marine Environment Protection Committee in London. Mr Thomas A. Kazakos, Secretary General of the International Chamber of Shipping, stressed that the industry needs clarity to be able to make the investments needed to decarbonise the maritime sector, in line with the goals set out in the IMO GHG strategy. Ms Anne H. Steffensen, CEO of Danish Shipping, called the outcome a major disappointment, stating that the meeting was to finally conclude a crucial climate agreement for international shipping. She added that geopolitical tensions and a new world order have made their way in at the IMO too, as per a report.
