Jun 3, 2025
Syama Prasad Mookerjee Port, Kolkata (SMPK) recently hosted the second workshop under NAVIC Cell-11, focusing on the critical theme of land, assets and port-led industrialisation. The workshop was chaired by Mr Rathendra Raman, IRTS, Chairperson of SMPK, and brought together estate officials from Major Ports across the country, both in physical and virtual modes. Officials from V. O. Chidambaranar Port Authority, Chennai Port Authority, Paradip Port Authority, Visakhapatnam Port Authority, Mumbai Port Authority, Haldia Dock Complex and Kolkata Dock System attended the workshop in person at the venue in Kolkata. Representatives from Jawaharlal Nehru Port Authority (JNPA), New Mangalore Port Authority (NMPA) and Cochin Port Authority (CoPA) participated virtually, ensuring comprehensive national representation. The agenda for the workshop included in-depth discussions and the finalisation of several key matters such as the “Revised One Time Settlement Scheme (OTSS) for Tenants and Ex-Tenants”, the introduction of “OTSS for Sitting Occupants”, and the formulation of a Standard Operating Procedure (SoP) for breach regularisation. Additional topics covered included the drafting of a Standard Lease Agreement, review of the Recruitment Rules (RRs), and a proposed hierarchical structure for estate departments across ports. Speaking at the workshop, Mr Rathendra Raman highlighted that the OTSS scheme gives tenants and ex-tenants a fair chance to regularise their occupancy. It will help clear long-pending disputes and bring down the number of legal cases. The workshop concluded with a consensus among participating ports to reduce disputes and improve transparency through schemes like OTSS, said a release.
