Railways plans PPP policy overhaul to attract private investment

Indian Railways plans to overhaul its decade-old public-private partnership (PPP) policy to revive private investment in railway infrastructure. A major proposal under the revised framework is to extend concession periods to up to 50 years, compared with the current 20-35-year tenure, allowing private developers more time to recover large capital investments in railway projects. The new policy also proposes that the Railways will take full responsibility for land acquisition and associated costs, removing one of the biggest uncertainties that has historically delayed infrastructure projects and discouraged private participation. Railways has already identified 15 PPP projects worth about Rs 35,800 crore to be executed by March 2028, covering initiatives such as new rail lines, track doubling and station redevelopment. The overhaul is aimed at boosting private capital in rail infrastructure and expanding capacity to support growing freight and passenger demand, according to a report.
