Iran-Oman Hormuz reopening plan proposes service fees, European upkeep financing

As Iran and Oman finalise the operational frameworks for reopening commercial shipping through the Strait of Hormuz, proposals have emerged that would see European nations help finance the waterway’s ongoing upkeep, security and environmental management. Under a plan modelled on maritime funding arrangements used in the Strait of Malacca, Iran is weighing the establishment of a voluntary fund supported by Gulf partners and European member states of the International Maritime Organisation (IMO). The proposed funding mechanism would cover operational expenses including traffic management, environmental protection, mine clearance and search-and-rescue infrastructure. Simultaneously, the broader Iran-Oman arrangement envisions splitting a standard “service fee” for commercial traffic, with inbound vessels routed through Iranian-managed channels and outbound traffic directed through Omani waters, according to a report.
