Andhra Pradesh launches Port-Proximal Area Development Authorities (PPADAs)
Nov 11, 2025
A new era for coastal industrialisation
A landmark reform has just been notified by the Government of Andhra Pradesh — the creation of Port Proximal Area Development Authorities (PPADAs) across all 14 state ports.
Constituted under G.O. MS No. 15 (Industries & Commerce – IP&INF), dated 30 Oct. 2025, these authorities will steer integrated, 10 km-radius development zones around each port, ensuring that industrial, logistics and urban growth are aligned with maritime infrastructure and environmental priorities, as per a communique by a Telegu Desam Party spokesperson.
Why this matters for investors:
* Provides single-window planning and approvals through APMB and district authorities.
* Integrates land use, infrastructure and industrial zoning within port-adjacent corridors.
* Unlocks incentives from the AP Industrial Development Policy 4.0 (2024-29) – including up to 15% capital subsidy and SGST reimbursements.
* Directly links to the Andhra Pradesh Maritime Policy 2024, which envisions Coastal Economic Zones, green logistics and port-led industrialisation.
* Anchored by the Andhra Pradesh Maritime Board (APMB), ensuring coordinated implementation and investment facilitation.
With partnerships like the $1 billion APM Terminals MoU (Aug. 2025) and strong leadership under CM Mr N. Chandrababu Naidu, Andhra Pradesh is clearly positioning itself as India’s next global maritime hub — targeting one of its ports among the Top 20 worldwide by 2030.
This is the perfect window for global investors, port-based industries and logistics developers to engage early and align with the upcoming PPADA Master Plans (2025-26), the communique emphasised.
