Afghanistan offers tax breaks, free land to attract Indian investors

Nov 22, 2025

Afghanistan’s Commerce and Industry Minister Alhaj Nooruddin Azizi on Friday urged Indian businesses to invest in the landlocked nation, assuring a conducive environment to expand bilateral trade and economic cooperation.Speaking at an interactive session organised by industry body PHDCCI in New Delhi, Azizi said Afghanistan sees strong potential for collaboration across mining, agriculture, health and pharmaceuticals, information technology, energy and textiles.

Azizi, who arrived in India on a five-day visit along with a high-level delegation, invited Indian industrialists to explore “the current enabling environment” in Afghanistan. “There is a huge opportunity available in the mining industry, the agriculture sector, health and IT. I would like to kindly invite you to come and visit them,” he said, adding that his government remains committed to supporting foreign investors.

The minister detailed a set of incentives aimed at attracting investments, including a 1 per cent tariff on raw materials and machinery, free land allocations, reliable power supply and proposed five-year tax exemptions for new industries — particularly those set up by returning Afghan refugees. He also encouraged participation from Afghan Sikh and Hindu communities, stressing that Afghanistan is working to ensure a “peaceful, inclusive and business-friendly environment”.
